Circular development leads action to formally

On May 2017, 5, 4 departments, including the National Development and Reform Commission and the Ministry of Science and Technology, jointly issued the "Leading Action for Circular Development", which added another powerful engine to the continuous promotion of the concept of circular development in China. We believe that the introduction of strong policies is expected to promote the rapid growth of the circular economy industry, and is also expected to break the existing bottleneck of the industry and achieve the sustainable development of the industry.

At present, resources and environment are still the outstanding shortcomings of China's comprehensive construction of a moderately prosperous society, and problems such as tight resource constraints, serious environmental pollution, unreasonable industrial layout, and imperfect policies and mechanisms still exist, which must be seriously studied and solved. The development of circular economy is an important starting point for achieving a fundamental transformation of resource utilization, and it is also an important way to achieve green transformation and improve quality and efficiency.

In the face of the basic national conditions of large population, relatively insufficient resources, huge consumption and serious environmental pollution, the development of circular economy is regarded as an important way to solve China's resource and environmental constraints, and it is also the meaning of ecological civilization construction, especially to solve the resource bottleneck faced by China in the process of sustainable development.

In 2013, the State Council issued China's first circular economy development plan, the Circular Economy Development Strategy and Short-term Action Plan. The 2015 Circular Economy Promotion Plan further clarifies the tasks of building a circular economy system in industry, agriculture and services, and integrates circular economy into the major regional development strategies implemented by the state.

Then, the Fifth Plenary Session of the 18th Central Committee of the Communist Party of China proposed to "establish the concept of saving and intensive recycling of resources", "establish a green and low-carbon circular development industrial system", and "implement the circular development leading plan", which pointed out the direction and path for the development of circular economy during the "13th Five-Year Plan" period.

On January 2017, 1, the State Council issued the "5th Five-Year Plan for Energy Conservation and Emission Reduction", which proposed that the output value of the renewable resources recycling industry reached 1.5 trillion yuan, and the output value of the remanufacturing industry exceeded 1000 billion yuan. The amount of renewable resources replacing primary resources reached 13.3 billion tons, and the output value of resource recycling industry reached <> trillion yuan.

On January 2017, 1, the Ministry of Industry and Information Technology, the Ministry of Commerce and the Ministry of Science and Technology issued the "Guiding Opinions of the Three Ministries and Commissions on Accelerating the Development of the Renewable Resources Industry": by 26, the recycling and utilization of renewable resources will reach 2020 million tons, establish relatively complete standards and specifications, and promote the development of the renewable resources industry in the direction of agglomeration and specialization.
